The SSI engages with the political economy of land and infrastructure to unlock constraints that current land governance arrangements present for urban property markets, affordable housing, infrastructure development, and public finances.

This work focuses on:

  • Legal and policy analyses grounded in law, administration, and practice.
  • Advisory support on land administration and management, record modernisation, and land surveys and services.
  • Land development and management support to enable real estate, infrastructure development, and affordable housing.

Featured Projects

  • Land information systems in Chandigarh (2018-2023)This project aimed to establish a knowledge partnership on land records, land governance and management of land-based systems. It involved conducting a detailed diagnostic of land records and the on-ground situation in Chandigarh’s peripheral areas, with recommendations for harmoniously integrating these with Chandigarh’s planned core. The project, in partnership with the Administration of the Union Territory of Chandigarh, aimed to assess land records, land use, availability, development mechanisms, and plot sizes, and to propose policy options aligned with the Chandigarh Master Plan.
  • Drone mapping in Maharashtra (2018-2019)This project outlined the process and procedure for conducting a city survey using drone technology in two pilot areas in Maharashtra and analysed its efficiency and suitability for city surveys in the state. IIHS visited the two sites during the drone surveys, held meetings with relevant government officials to document the process, and identified good practices and gaps in process and technology. The team also provided recommendations for future projects.
