Slum Upgradation

The SHD’s work looks at the infrastructural, spatial, and tenurial upgrading of low-income urban neighbourhoods. Upgrading focuses on the sustainable, equitable, and efficient in-situ improvement of existing inadequate housing.

 

This work focuses on:

  • Co-producing upgrading plans and protocols with residents and local governments.
  • Infrastructure and planning support to upgrade project implementation.
  • Shaping state government policy on in-situ upgradation.
  • Long-term impact of improved housing on health, income, livelihoods, and social inclusion.

  • Building socially coherent neighbourhoods in Tajganj, Agra: Mid-term assessment (2015)IIHS was commissioned by Arghyam to conduct a mid-term assessment of slum development projects in Tajganj, Agra. IIHS carried out field visits and held meetings with the Centre for Urban and Regional Excellence (CURE), government officials, and residents to review ongoing work and assess the project’s progress, potential, and challenges.
  • Karnataka Slum Areas Development Policy, 2016 (2016)
  • Odisha Liveable Habitat Mission (2018-2023)IIHS worked with the Government of Odisha as advisors on the Odisha Liveable Habitat Mission (OLHM) or Jaga Mission, one of the world’s largest land titling, upgrading, and habitat improvement programmes. IIHS aided the design and implementation of the slum upgradation strategy and provided targeted training and needs assessments, enhancing skills in urban planning, infrastructure management, and policy execution.
  • Transferable Development Rights (TDR) mobilisation for in-situ slum redevelopmentThe project assessed Transferable Development Rights (TDR) provisions across various Indian states, proposed amendments to the Karnataka Town and Country Planning (KTCP) Act, 1961 to incorporate Land and Building Development Rights, and revised the KTCP and Karnataka Slum Development Board (KSDB) Acts to designate KSDB as a planning authority. The project was commissioned by the KSDB, Government of Karnataka.
