The SHD’s work spans policy and public programmes, affordable and rental housing, the influence of urban planning on housing access, and the development of India’s affordable housing ecosystem.

This work focuses on:

  • Inclusive rental housing markets, housing rights and justice, and in-situ upgradation.
  • Inputs to the Karnataka Affordable Housing Policy, 2016, the Pradhan Mantri Awas Yojana (PMAY) 2.0, and the Odisha Liveable Habitats Mission.
  • Integrating affordable housing with city-wide planning processes, transportation systems, and financing instruments.
  • Innovative building design and retrofit for sustainable technologies and practices among government and industry.

  • Evaluation of Pradhan Mantri Awas Yojana (PMAY) housing scheme in Jharkhand (2021-2022)This study evaluated the Pradhan Mantri Awas Yojana–Urban (PMAY–U) in Jharkhand by assessing end-user perceptions of quality of life. It focused on the following verticals: in-situ slum redevelopment, affordable housing in partnership, and beneficiary-led individual house construction/enhancement. The evaluation examined government housing schemes from the perspective of user satisfaction, including implementation, social transition, climate design, construction materials, and financial mechanisms. It was conducted in partnership with and funded by Mahila Housing Trust (MHT).
  • Karnataka Affordable Housing Policy, 2016 (2014-2016)IIHS contributed to the development of Karnataka’s Affordable Housing Policy, 2016, updating the 2013 policy to broaden its scope and incorporate provisions from the Pradhan Mantri Awas Yojana (PMAY). IIHS organised a series of consultations, including a national-level roundtable, to gather insights from other states on formulating and implementing housing policies and to identify key takeaways for shaping Karnataka’s policy.
  • Odisha Liveable Habitat Mission (2018-2023)IIHS worked with the Government of Odisha as advisors on the Odisha Liveable Habitat Mission (OLHM) or Jaga Mission, one of the world’s largest land titling, upgrading, and habitat improvement programmes. IIHS aided the design and implementation of the slum upgradation strategy and provided targeted training and needs assessments, enhancing skills in urban planning, infrastructure management, and policy execution.
  • Petty landlords in urban villages in New Delhi (2022-2023)This study explored petty landlords in urban villages in Delhi, defined by property size and caste identity as Dalit-Bahujan landlords. It examines their specific vulnerabilities, highlighted by the impact of COVID-19 and rent collection restrictions during lockdowns, arguing that this landlord category is often neglected in rental housing studies.
  • Rental housing and domestic workers: An assessment (2019-2021)This study reflected on issues of adequacy, affordability, and viability of low-income rentals accessed by domestic workers in Jaipur. It looked at employment and housing in conjunction, expanded the definition of housing, and suggested the scale and unit at which various aspects of low income housing may best be understood and improved. It was conducted in partnership with Rajasthan Mahila Kamgar Union (RMKU).
