Urban and Regional Economic Development

The SED provides critical inputs into the linkages between economic growth, urbanisation, and planning, with inclusion and sustainability as core outcomes.

 

This work focuses on:

  • Strategic and policy support to national and state governments on urbanisation in economic development.
  • Integration of spatial and economic planning for cities and regions.
  • Policy, programme, and legal support for urban transitions, urban and regional infrastructure, and investments.

  • Chief Minister’s Rajasthan Economic Transformation Advisory Council (CMRETAC): Urban transitions (2022-2023)IIHS was commissioned to conduct a study to identify urbanising settlements in the state and provide strategies through a policy document and statutory framework aimed at ensuring sustainable transitions for these settlements.
  • Cities as Engines of Growth (2021-2022)IIHS provided policy advisory and research to support broad-based urban development by analysing 11 cities across seven states. It identified bottlenecks constraining cities’ economic potential and proposed workable governance structures to address these. The study drew on lessons from domestic and international cities and data linking urbanisation to economic development. It was funded by the Asian Development Bank (ADB), NITI Aayog, and PricewaterhouseCoopers (PwC).
  • K. C. Sivaramakrishnan Expert Committee to study the alternatives for a new capital for the state of Andhra Pradesh (2014)IIHS was part of this five-member committee appointed by the Ministry of Home Affairs to frame strategic, economic, social, and infrastructure priorities for Andhra Pradesh’s new capital. IIHS led the design of a USD 75 billion investment plan covering all districts, while conducting extensive stakeholder negotiations and public consultations.
  • PEAK Urban: Mapping Bengaluru’s PEAK Urban: Mapping Bengaluru’s industrial transformation (2018-2022)This research stream of the PEAK Urban project traced Bengaluru’s post-liberalisation industrial transformation, by examining economic changes, looking at proximate and historical reasons or the decline of certain types of manufacturing within the city and the transitional impacts on particular industries, impacts of industrial location on specific parts of the city, and work and upward mobility in sub-sectors of services economy. It was conducted in partnership with universities in UK, China, Colombia and South Africa, and funded by UK Research and Innovation (UKRI)–Global Challenges Research Fund (GCRF).
  • Report to the XV Finance Commission: The Potential of Urbanisation to Accelerate Post-COVID Economic Recovery (2020-2021)This report, prepared for the XV Finance Commission, addressed the potential of new greenfield towns and cities to aid post-COVID-19 economic recovery and defined strategic measures and priorities at national, state, and regional levels to accelerate urbanisation, to promote a post-COVID-19 economic recovery, including a financial envelope for investments over 2021–31. The recommendations focused on strategic investments to reduce inequality between and within states and strengthen regional linkages.
  • Study on the spatial distribution of employment and income categories in Chennai metropolitan area (2023-2024)IIHS conducted a study for the Chennai Metropolitan Development Authority (CMDA) on the geography of employment, housing, and mobility in the Chennai metropolitan area. The report will inform the city’s third master plan and included high-resolution mapping of economic activity, design and analysis of a large household survey, and modelling of future planning scenarios. It was funded by the CMDA and World Bank.
