Amlanjyoti Goswami

Amlanjyoti Goswami has over two decades of experience in Legal and Regulation matters, including in the Higher Education sector. He has played a key role in strategic institutional decision-making from a legal and regulatory point of view. His work has involved legal drafting, negotiation and finalisation, compliance management, risk identification–pre-emption–management, advisory opinion, as well as policy advisory, regulatory reform, and other associated regulatory matters. He has in-depth knowledge of the Higher Education sector in India, including regulatory matters in light of Constitutional Law, having been involved in regulatory policy at the highest levels of the Government of India. He has led the Legal & Regulation team at IIHS for many years; led applied research project teams on questions of land records systems and governance, and has also taught on urban law and governance. Amlan has served in urban regulatory policy reform committees with the Government of India. He has drafted legislation on various issues and advised the Government of India on regulation and policy. He has written on Higher Education, Urban Governance and Land Governance-related matters. An Inlaks Scholar, he holds an LLM from Harvard Law School, and an LLB as well as a BA in Sociology from the University of Delhi, where he was a University Gold Medallist.
